What's happening to Shimokitazawa

District Plannning around Shimokitazawa station
The municipality office of Setagaya released the draft of district plan on November 31st, 2004. The plan would induce the construction of the cluster of high rise buildings of 17 stories (around 60 m high) to the area within 100m around station square, along the Route 54 and the station side of Chazawa Street. Also, it includes the regulation on the height of building that would be newly constructed, on condition that they have setback in 1st or upper floor. The plan aims to transform the area into high-density, since the area is webbed by alleys and the buildings can't consume 500% plot ratio.
Odakyu Line
In the area of neighboring stations around Shimokitazawa(between Yoyogigahara station and Umegaoka station), Odakyu Line would be transformed into one in underground, with quadruple track and 2 basement floors.On this plan, local trains stop at B1 floor and rapid trains stop at B2 floor.
For passengers, it seems more convenient to transit between local and rapid trains if these two trains to same traveling direction stop on one floor. However, the method is not efficient considering neighboring stations. Since local trains stop at the next stations to the Shimokitazawa (Higasi-kitazawa station and Setagaya-daita station), the passengers using the stations have to descend deep into ground to transit. As rapid trains pass through these stations, that seems the reason they decided to have rapid trains run on deeper floor and local trains on shallower floor.
It seems most convenient if the 4 lines are on the same floor. But this is not adopted because it would increase the land to purchase. Since the area for underground construction is very short, the plan mainly utilizes open cut method, or method of digging ground from earth surface like excavating a canal.
The construction would be completed on 2013.
Keio Inokashira Line
Keio-Inokashira line would keep the existing elevated tracks though the station building need to be reformed with the construction work of underground railroad of Odakyu line as the Inokashira line crosses to Odakyu line at the Shimokitazawa station.
However, there's one part that would be changed.
On the town development proposal presented by the city of Setagaya, the plot is to remove the land elevation to construct bridge piers and divert the land to road.
Route 54(Urban Plan Subsidiary Route 54)
The plan of construction of Route 54 together with the construction of quadruple tracks of Odakyu line, is called as "Successive Cubic Interchange Project".The oroject basically draws on an urban planning resolution in 1946. After the changes of 6times on the plan, they decided the existing plan that construct the road on ground on February 2003.
On the plan, it would pass through the center of the residential area. Also, it would divide the North Arcade of Shimokitazawa area near the Shimokitazawa station, with its width of 26m.

District Street 10
The construction plan of District Street 10 is newly added with urban plan decided on January 2003. It includes constructing rotary for bus terminal and taxi and it would invite cars to the center of the Shimokitazawa where cars barely enter now.
The construction of the road is associated with the construction of underground Odakyu line, and would be completed on 2013 or after.

Vacant Lot after Odakyu Line
This is the land where there is Odakyu line now and would be left after the construction of underground Odakyu line. Though Tokyo Metropolitan Government present as if they would develop the land into pedestrian path on the report of Successive Cubic Interchange Project, they are reluctant to announce the plan to public.
